KiyViz created a graphic for an Op-Ed in the March 28 Edition of the Alert (Volume 51, Number 9) to visualize U.S. sales taxes and Mexican I.V.A. rates (both different types of consumption taxes) along the U.S.-Mexico border.

The graphic was tasked with visualizing the op-ed’s primary argument that imposing reciprocal tariffs would distort the region's the status quo of comparable consumption taxes rates on both sides of the U.S.-Mexico border.

The map includes county-level administrative boundaries and consumption tax rates to create a quick 5-second snapshot of the story. It was created in QGIS by merging tax rate data with ShapeFiles of administrative boundaries from various government sources.

Due to a tight production window, styling was primarily done in QGIS with final touches applied in Adobe Illustrator. Due to space limitations from the publication requirements, a secondary sub-graphic was also included in the map to provide a quantitative comparison of tax rates in the US-Mexico border region.

Natural Earth was used to create a base map of North America with level 1 (subnational) administrative boundaries (ne_10m_admin_1_states_provinces).

Data for municipal boundaries in the United States was sourced from Natural Earth's Admin Level 2 boundary map (ne_10m_admin_2_counties).

Data for municipal boundaries in Mexico was sourced from INEGI's Marco Geoestadístico 2024. Sourcing recent data from a government source was necessary to reflect the creation of the new San Felipe municipality in 2022. Municipal boundaries from ne_10m_admin_2_counties do not reflect this 2022 change.

Tax rate data for the United States was sourced from Tax Foundation State and Local Sales Tax Rates, 2024 and relevant State Tax Departments (CA, AZ, NM, TX).

Tax rate data for Mexico came from SAT (Servicio de Administración Tributaria*). Specifically, the key information was the list of municipalities on the southern and northern borders that are eligible for the special reduced 8% IVA rate.
